What does this message mean?

I don't know where to post this so I am posting it here. I have been getting a strange message for the last 24 hours when I try to call my dad. I don't know what cell phone provider he has. But the message I keep receiving is "you have reached a non working number announcement, 14 switch 222-1" What does this message mean? I need to know so I can talk to him about it.

Looking for a new dual sim 4G/LTE phone

I am looking for a new phone that has dual sim dual standby, 4G/LTE capable. Replaceable battery and decent size camera. Anyone have any suggestions.
