Best prepaid plan for 30$ or less

What is the best prepaid plan for 30$ or less? these are my needs:
unlimited texting
at least 100 talk mins
web is ok, but I don't need it.

I was going to go with the 30$ t-mobile plan where you can unlimited texting and unlimited web, and 100 minutes, but it wasn't available in my area. US cellular has unlimited texting and 200 mins for 30$, The best i've come across so far that works in my area is the 25$ ATT go phone plan, where you get unlimited texting and 250 minutes for 25$. Are there any other good ones for 30$ or less, or any better ones than that?
